Best execution is a broker obligation to seek the most favourable terms reasonably available — price, speed, likelihood of execution and size.

Best execution is a broker's obligation to seek the most favourable terms reasonably available for a client order — not price alone, but speed, likelihood of execution and size. It's a process duty rather than an outcome guarantee, which is what makes it hard to enforce. Regulators require periodic reporting on routing and execution quality precisely because the conflict with payment for order flow is structural.
